Normally, to get legislation passed in senate, at least 60 votes are needed. However, there is a process called "reconciliation" that exists that only requires 50 votes. This process is little used, but Democrats are desperate and there is talk that they will use this procedure to get elements of the healthcare reform passed.
If you cannot win, change the rules
